The IRS has become more aggressive. Increasingly, it?s been using a powerful weapon?the administrative summons ?to force high-income individuals and businesses to hand over their books and other relevant documents. But taxpayers are fighting back.
As a result, the Taxpayer Advocate Service reports that the IRS faced 132 legal disputes challenging summons enforcement in 2011 (up from 44 in 2005), making it the most highly litigated issue for the agency.
