Fighting downtown blight with economic incentives | AKT Peerless

Vibrant downtown areas are a critical component of our local economies. Faced with a growing number of vacant properties in these key commercial districts, Michigan?s city, township, and county officials are leveraging powerful economic incentives to fight downtown blight in their communities.

After assuming ownership of a vacant building in a prime downtown location, the City of Saginaw recently elected to redevelop the 60,000 square foot property. Unfortunately, the former retail space contained dangerous building materials such as PCBs, lead, and asbestos. The presence of these materials increased the cost of demolition considerably.

With limited time and resources available, the city of Saginaw explored additional financing methods. Due to our extensive redevelopment experience, AKT Peerless was retained to help secure funding and provide environmental and economic development consulting services.

To help fund this project, we leveraged Tax Increment Financing (TIF) incentives, a method by which the future increases in property tax revenues are used to finance project activities. TIF is a powerful financing tool that local communities can use to boost economic development without experiencing a loss to any taxing jurisdiction.

By employing the TIF incentives offered by the Downtown Development Authority and the Brownfield Redevelopment Authority, we were able to secure over $850k for Saginaw?s redevelopment project.This is just one example of how Michigan?s local governments are leveraging economic incentives to revitalize their community infrastructure.

A team of scientists including those from the University of Southampton have shed new light on the world's history of climate change.

The Pacific Ocean has remained the largest of all oceans on the planet for many million years. It covers one third of the Earth's surface and has a mean depth of 4.2 km. Its biologically productive equatorial regions play an important role particularly to the global carbon cycle and long-term climate development.

During a four-month expedition of the Integrated Ocean Drilling Programme (IODP) on board the US drilling vessel JOIDES Resolution an international team of more than 100 scientists and technicians recovered 6.3 kilometers of sediment cores from water depths between 4.3 and 5.1 km and drilled 6.3 km of sediment cores at eight locations.

The cores offered an excellent archive of Earth's history and showed how global climate development during the past 55 million years is mirrored and influenced by geochemical processes deep within the ocean.

The findings are published in the latest edition of Nature.

Professor Heiko P?like, of the University of Southampton and National Oceanography Centre, Southampton was co-chief scientist of the cruise and lead author of the Nature study.

He explains: "Nowadays we often discuss global warming induced by man-made carbon dioxide. However, on geological timescales of millions of years other processes determine the carbon cycle."

Volcanoes are one major source of carbon dioxide input to the atmosphere. On the other hand the greenhouse gas is removed by weathering of rocks made up of carbonate.

"The overall balance of these processes is reflected in the deep ocean's carbonate compensation depth, the CCD," the MARUM scientist continues.

"This invisible surface is defined as the depth in the oceans at which the mineral calcite is dissolved. Hardly any biological remains made from carbonate below the CCD, for example chalk and microscopic plankton, are preserved. Instead the sediment that consists mostly of clay and plankton remains made from silica.

"The interesting point in our study is that the carbonate boundary is fluctuating over time. It shallows during periods of warm climate and normally deepens when ice age conditions prevail."

In the study, Professor P?like and co-workers demonstrate that in the equatorial Pacific the CCD was at 3.3 to 3.6km 55 million years ago. Between 52 and 47 million years ago, when very warm climate conditions prevailed, the CCD leveled up to 3 km. 34 million years ago, when the Earth slowly but steadily cooled and the first ice domes formed in Antarctica the CCD went down too. 10.5 million years ago it reached 4.8 km.

The cores drilled during the expedition strikingly demonstrate that the interplay of climate development and carbon cycle was not a one-way street at all.

"From 46 to 34 million years ago, when Earth turned into a permanent icehouse, our record reveals five intervals during which the CCD fluctuated upwards and downwards in the range of 200 and 900 metres," Professor P?like says. "These events, that often mirror warming and cooling phases, persisted between 250,000 and one million years."

Similar episodes were registered in the sediment cores for later parts of the Earth's history. 18.5 million years ago the CCD moved upward about 600 metres ? only to sink down to 4.7 km 2.5 million years later. Today, the Pacific carbonate compensation depth is at 4.5 km.

If the CEO at Pepsi were headhunted to run Coca Cola, would you believe him when he told you Coke was great drink? Maybe, because they are like products, but you would still have some doubts about his sincerity. Would he have the passion to convince his staff, his customers and the public?

David Gallop, no longer required by Rugby League, now has to do that for soccer. A big ask.

It?s not just the change of gauge. Plenty of bosses have made successful transitions from one business to another. In some cases, it?s a good thing because a fresh approach is needed.

But take note of what Craig Foster, former soccer player and now commentator, has written in the Sydney Morning Herald: ?The game lives day to day, has done for decades. Survival is paramount, but people need a vision, a goal, a dream?.

Can Gallop provide those things? If he stood face to face with you and told you soccer was the greatest game ever, would you believe him?

One of soccer?s problems is that it now insists on being termed ?football?. That works overseas but perhaps 70% to 80% of Australians will never accept that. They already have a ?football?, thanks. Soccer team sheets are riddled with European names but so are AFL and ARL clubs and they are arguably better run that the long-fractious soccer Community which has been flat out getting rid of disruptive ethnic rivalries or even keeping millionaire owners happy.

Gallop might well achieve some progress in that area but it will be hard graft all the way. The code?s leader cannot afford to carry a ball and chain with him. Soccer?s two previous bosses (both non-soccer types), gained relatively little penetration over several years.

Is this relevant to racing? Perhaps not in moving from one code to another. That?s been done quite happily in racing so long as the incumbent has a general appreciation of what makes a horse or dog run. That would fix the administrative angle. Yet, to really succeed, they still need that vision and passion so they can carry the world along with them. Administration is only half the battle. Without innovative management, the code is destined to maintain the status quo.

The first job for our leaders is to convince 70% or so of Australians that greyhounds are the greatest thing since sliced bread. Currently, the reverse is true. People do not appreciate the breed. That?s a big ask, too, but it is achievable.

Besides, no code of racing has a leader anyway. Try a test yourself. Ask the person next to you to name Greyhound Racing?s leader.

That question used to be easy to answer for the ARL. It still is for AFL. For cricket it is possible but it would be a struggle for most. For any other sport ? fanatics aside ? forget it. All of which just about approximates the size of their TV income.

CORPORATE STRATEGY GONE AMISS

It?s fascinating that the Ipswich greyhound club is busting to get approval of its plan to run non-TAB races on Saturday nights with modest prize money funded out of its own resources. The club claims it is knocking back too many nominations for its normal meetings and wants to keep trainers happy. Its president is a prominent trainer himself.

A good point about this would be that the meeting might attract a bookmaker to field on away meetings at the trots or at Wentworth Park and The Meadows, thereby pulling in a few extra customers.

As against that, it would not do any good for Saturday afternoon racing down the Capalaba straight and at Tweed Heads, or at Sunday twilight meetings at Albion Park, where 331m squibs? races are popular. The latter also competes with Monday night Albion Park meetings, half of which are made up of maiden and novice races. And the Ipswich club races on Friday twilights anyway.

Those are all worth thinking about because the SEQ area is already short of dogs, particularly good ones. Despite the loss of the Gold Coast track, it is already hard put to fill fields at some Albion Park meetings, including the prime Thursday night slot where novice dogs now provide two of the ten races. There is also some diversion of business to the NSW Northern Rivers tracks, where 12-race meetings are common.

This amounts to Queensland?s attempt to follow the pattern set in NSW (Class C meetings), Victoria (Tier 3 and Non-Penalty meetings), and SA (extra weekly meetings, both in Adelaide and the country, which include many short races). The broad policy is the more races the better, never mind the quality. TAB commission rules the roost.

All of which is being done with a national dog population that has barely changed over the last 20 years. Hence the industry is providing more and more opportunities for slow dogs. That ?give everyone a go? philosophy is fair enough up to a point but it has drawbacks.

Firstly, it puts poor racing in front of the public, thereby encouraging mug gamblers and downgrading the code?s image. Ipswich will not be doing that directly because it has no hope of gaining TAB/SKY attention on Saturday night ? but the others do.

Secondly, at the margin, it reduces average field quality. The bad dogs have a habit of finding their way into what used to be classier meetings. Remember, a lot of existing meetings are flat out getting sufficient nominations anyway. Added to which is the fact that the recently added Saturday night meetings (Richmond, The Gardens and Traralgon) have served to divert betting away from the top class racing at Wentworth Park and The Meadows.

Ipswich resources might be better allocated to improving the quality of its track, which is already one of the two most disruptive in the nation. The 431m bend start is a shocker while 520m races suffer from a flat first turn.

Instead of just running more races, how about offering a better product and attracting more big spending customers? One good punter is worth a dozen, or maybe a hundred, mug gamblers.

The strange thing is that Greyhound Racing is the only sport or business known to mankind which insists on promoting bottom level competitors at the expense of quality performers. Along with the other two racing codes, it is also losing genuine customers to other forms of gambling and recreation, and has been doing so for 20 years. When will the penny drop?

Syria looks for big wheat purchase

HAMBURG (Reuters) - Syria has issued a large tender for wheat, a commodity not subject to sanctions, as feeding its people becomes harder in the chaos of civil war.

The United Nations has said Syria faces food shortages as tens of thousands of families leave their homes due to heavy fighting and with the harvest neglected during the conflict.

Syria's state grains agency issued a new international tender to purchase and import 100,000 metric tons of soft milling wheat, European traders said on Wednesday.

Trade sources said a reluctance among foreign banks, shipowners and grain traders to sell and transport grain to Syria - even though food is not itself subject to sanctions - had forced Damascus into an array of unusually small wheat purchase deals in past months, many arranged by dealers around the Middle East and Asia.

Traders also said Syria was entering the market at a time of high prices, so a purchase will be more expensive than usual.

Wheat prices have surged about 35 percent since the beginning of June and corn climbed 55 percent as the worst drought in 56 years ravaged grain crops in the United States and drought cut Russia's harvest.

"I think Syria certainly does have a large import requirement but I think a formal international tender might be difficult to undertake with the current sanctions," one trader said.

The tender was issued by Syria's General Establishment for Cereal Processing and Trade (Hoboob). The agency had said in June that it had sufficient supplies from this year's harvest for immediate needs and that it would not issue a new tender until July or August.

"It looks like Syria is going to make an attempt to buy wheat by itself," another trader said. "Sanctions do not ban the sale of food to Syria so they will no doubt get offers."

The tender sought offers in euros, as normal in Syrian grains deals.

The bidding deadline was Sept 10. Shipment was sought within two months from the opening of a letter of credit on the deal.

The Google Now service gives personalized capsule responses to common queries about current and local events. The feature was announced in June, but there are still new "cards" (as the special search results are called) being developed.

The latest update brings some extremely practical new cards to Android 4.1 users. One card brings up local movie showtimes, which is probably what you're looking for if you search for a theater or film on your phone. Another (just in time for Isaac) allows emergency messages like storm warnings and earthquake alerts to be pushed to your phone.

And to the delight of many sports fans, another card lets you keep up to date with any of 140 soccer, football, hockey and baseball teams. You can select your favorites from a list or search for them, and can then choose to receive news?before, during?or after games (or all three).

If you're running Android 4.1, you can download the improved?app via the Google?Play Store, or very possibly your phone has already detected that the update is ready and will download it automatically.

Isaac, now a hurricane, heading for New Orleans

Tropical Storm Isaac is now Hurricane Isaac.

The slow-moving storm, with maximum sustained winds of?75 mph, achieved hurricane status at approximately 12:20 p.m. ET on Tuesday, the National Hurricane Center said:

...RECONNAISSANCE DATA INDICATE ISAAC FINALLY ACHIEVES HURRICANE STATUS...REPORTS FROM AN AIR FORCE RESERVE HURRICANE HUNTER AIRCRAFT INDICATE THAT MAXIMUM WINDS ASSOCIATED WITH ISAAC HAVE INCREASED TO 75 MPH...120 KM/H. ON THIS BASIS...ISAAC IS BEING UPGRADED TO A HURRICANE.

The Category 1 hurricane, positioned about 160 miles southeast of New Orleans, is moving northwest at 10 mph. Isaac is expected to make landfall late Tuesday or early Wednesday on Louisiana's Gulf Coast.

Wednesday marks the seventh anniversary of Hurricane Katrina, which devastated New Orleans and the Gulf Coast in late August 2005.

Earlier Tuesday, President Barack Obama warned Gulf Coast residents in Isaac's path not to "tempt fate" by ignoring government warnings?including possible calls to evacuate?as he detailed his administration's preparations for the powerful storm. "Now is not the time to tempt fate, now is not the time to dismiss official warnings," Obama said in a statement in from the White House before embarking on a campaign trip to Iowa and Colorado. "You need to take this seriously."

The hurricane warnings that were posted the northern Gulf Coast continue, while hurricane watches are have been extended as far west as Intracoastal City, La.

And while Isaac doesn't have the winds of Katrina, the storm is expected to dump more than 20 inches of rain in Louisiana, forecasters said. And according to the National Hurricane Center, a storm surge between six and 12 feet could threaten the northern Gulf Coast if the storm makes landfall during high tide.

On Monday, President Obama declared a state of emergency for Louisiana, a day after Gov. Bobby Jindal declared ordered voluntary evacuations of more than a dozen parishes. Governors in Alabama and Mississippi declared states of emergency, too.

Federal Emergency Management Agency director Craig Fugate said there has been too much focus on New Orleans bracing for Isaac on the anniversary of Katrina, and not enough on the rest of the area in Isaac's path.

"I think people need to understand this is not a New Orleans storm," Fugate said. "This is a Gulf Coast storm."

Isaac was blamed for as many as seven deaths in Haiti on Saturday and forced the delay of the start of the Republican National Convention in Tampa, where GOP leaders are still mulling how to hold a convention as a hurricane concurrently thrashes the Gulf Coast.

TV audiences go social as Republican convention coverage wanes

NEW YORK (Reuters) - Howling wind, driving rain and potential damage in New Orleans from Hurricane Isaac hasn't yet dampened U.S. Republican convention media coverage, but early TV ratings proved only so-so while many people instead "tuned in" to social networks.

Republican fears that Isaac's battering of the U.S. Gulf Coast would steal the spotlight eased on Wednesday, a day after a key speech by Ann Romney, wife of Republican presidential candidate Mitt Romney, stole the show from New Jersey Governor Chris Christie.

But the biggest problem for the Republicans was less the hurricane and more dwindling interest in convention-watching by the general public, experts said.

"Isaac is sucking out a lot of the oxygen but that's because there wasn't much oxygen in the first place," said Sherry Bebitch Jeffe, senior fellow at the University of Southern California's Price School of Public Policy. "Voters and certainly the media are aware these conventions have become hour-long infomercials. There is very little suspense."

Ahead of Tuesday, news of Isaac's path toward the U.S. Gulf Coast revived memories of Hurricane Katrina's destruction seven years ago and threw a spotlight on something the Republican Party would rather forget in its convention week -- the botched relief efforts under George W. Bush, the last Republican president.

But even as some networks moved their anchors from the convention in Tampa to Isaac's landfall in New Orleans to cover both events, those interested in politics tuned in to hear Ann Romney personalize her husband and Christie tackle the Obama White House -- whether on TV or the Internet.

Preliminary data from Nielsen Media Research showed that more than 20 million Americans watched TV coverage of the Republican convention on Tuesday night in the 10 p.m. EDT hour when Ann Romney took the stage. By contrast, 37.6 million people watched Democratic President Barack Obama's most recent State of the Union speech.

About half of the convention's TV audience watched on cable news networks, as Fox News took the lion's share with an average 6.9 million viewers - triple its usual audience. About 11 million watched on broadcast networks NBC, ABC and CBS, which reduced coverage this year to just one hour per night.

Comparisons to the equivalent night in 2008 were not available, but TV audiences for U.S. political conventions have fallen steadily in the last 10 years, with the exception of 2008 when little-known Republican Sarah Palin captured attention.

CONVENTION COVERAGE CHANGES

But the story is different on the Web where, social media experts said, Americans are watching the convention differently from four years ago when Twitter and Facebook were little known.

Thousands of people visited social media sites to follow the convention live across Facebook, Twitter, Google+ and YouTube. Topics such as #GOP2012, #RNC and #Romney were high-trending on Twitter, alongside hashtags for Hurricane Isaac.

Judging by both pundits and tweets, Ann Romney's rousing, high-stakes speech lined with simplistic talk of love was a show-stopper, succeeding in its goal major of connecting Republicans with female voters and humanizing husband Mitt Romney.

"I can't remember a better convention speech by a would-be first lady than Ann Romney delivered," wrote David Frum of The Daily Beast. "Ann Steals the Show" ran the headline on The Huffington Post and CNN delivered the caption "Ann Romney wows the RNC" and quoted reaction as "electric."

An opinion piece in The New York Times said she had less impact when comparing herself to mothers struggling to raise children, but connected more in her speech's second half when speaking realistically about her husband privileged background.

Ann Romney gathered the most Twitter mentions of the night, peaking at a high of 6,195 tweets per minute at the end of her speech when her husband joined her on stage.

The Twitter Political Index measuring tweeters' feeling about a candidate on scale of 1 to 100, 1 being not favorable, saw Ann Romney's score rise from 45 to 83 after the speech.

Facebook and CNN's election insights website also showed a 58 percent increase in users talking about Mitt Romney on Tuesday with the number peaking during Ann Romney's speech.

And traditional media outlets such as the Washington Post, New York Times, CNN and Reuters added to social media coverage, live tweeting, Facebooking, blogging, streaming video, and giving former TV watchers more ways to keep up to date.

The Republican National Committee's own live stream on YouTube has attracted 292,000 views since Monday and has some 3,200 subscribers.

Christie's speech was the second most tweeted-about event at the convention Tuesday, peaking at 6,079 tweets a minute.

Unlike Romney, reactions were more mixed. Fox News praised the speech but included debate about whether the governor, who focused more on his achievements in New Jersey than expected, was hard enough on Obama.

The contract workforce is fast becoming the new normal. Independent workers now make up 30% of the nation's workforce, according to the Freelancers Union. Online employment middleman Elance is also experiencing record growth, hitting more than $500 million in total freelancer earnings since 2007.

The uncertainty in the economy undoubtedly drove many employers to hire freelance or contract workers in place of full-time employees. Along the way, many employers also quickly recognized the unique benefits of this approach, particularly that the cloud offers a vast pool of experts ready to pitch in at a moment?s notice.

However, this new workforce dynamic carries tricky legal implications for employers. There?s widespread misunderstanding about when an individual meets the legal requirements to be treated as a contractor versus a full-time employee. Here?s what to consider.

The Difference Between a Full-time Employee and a Contractor

Whether a worker is an independent contractor or employee generally boils down to how much control is exercised by the employer. In other words, you can't force someone to work 9 a.m. to 5 p.m., but you can ask they work 20 hours a week. This is true even for part-time or short-term help.

For a more formal approach, the Small Business Association outlines the differences between contractor and employee as follows:

  • An independent contractor: Operates under a business name, has his/her own employees; maintains a separate business checking account; advertises his/her business' services; invoices for work done; has more than one client; has own tools and sets own hours; keeps business records.
  • An employee: Performs duties dictated or controlled by others; is given training for work to be done; works for only one employer.

The Consequences of a Misclassification Error

Misclassification errors are common. A 2000 Labor Department study (the most recent available) found that 10% to 30% of companies, audited across nine states, misclassified some employees.

If you make a mistake in classifying an employee as an independent contractor, you can be forced to pay back taxes and penalties for federal and state income taxes, social security, medicare, and unemployment. In addition, you may be liable to reimburse the worker for any wages you should have paid them under the Fair Labor Standards Act, such as overtime and minimum wage. And in some cases, you may be required to provide employee benefits, such as health insurance.

How to Stay out of Trouble When Hiring Contractors

The IRS is keenly aware that businesses have been downsizing full-time employers to independent contractors over the past decade. As a result, they have been cracking down on the misclassification of contract workers. However, this fact shouldn?t deter you from taking advantage of the independent workforce. But you do need to be savvy when hiring independent contractors. Here?s what to remember.

  • Be sure to issue a Form 1099 for all independent contractors. This will be one of the first things an auditor will ask for.
  • Be careful about the amount of control and supervision you exert over a contractor. For example, make sure your contractors can set their own hours.
  • Hire independent contractors who have other clients, or who are actively marketing their services.
  • Don?t hire a contractor to perform the same service or duties as your company. For example, if you own a plumbing business, it?s perfectly reasonable to hire a contract web designer. But hiring a contract plumber could raise a red flag.

Evaluate children's stress after natural disasters

ScienceDaily (Aug. 28, 2012) ? As Hurricane Isaac nears the Gulf Coast, one may wonder what the impact of natural disasters are on children. Who is most at risk for persistent stress reactions? How can such youth be identified and assisted in the aftermath of a destructive storm?

Dr. Annette M. La Greca, a professor of psychology and pediatrics at the University of Miami, and her colleagues, have been studying children's disaster reactions following Hurricanes Andrew (1992), Charley (2004) and Ike (2008). Recent findings from Hurricane Ike shed light on these questions about children's functioning.

The new findings suggest that it is important to evaluate children's symptoms of post-traumatic stress and depression, in order to identify those who may be the most adversely affected. Findings also suggest that helping children cope with stressors that occur during or after the disaster may improve children's psychological functioning. "Children may have to move or change schools. Their neighborhood may not be safe for outdoor play and they may not be able to spend time with their friends. Children need help coping with these and other post-disaster stressors," La Greca says.

In collaboration with Scott and Elaine Sevin, Dr. La Greca developed a workbook for parents to help their children cope with the many stressors that occur after disasters. The book gives parents tips for helping children stay healthy and fit, maintain normal routines, and cope with stressors and with emotions, such as fears and worries. A paper to be published in the Journal of Affective Disorders indicates that, eight months after the disaster, children with signs of both post-traumatic stress and depression represent a high-risk group for longer-term adverse reactions. Such children are less likely to recover by 15 months post-disaster than other youth. They also report more severe levels of psychological symptoms and experience more post-disaster stressors than other youth. The authors on this paper are Drs. Betty Lai and Annette La Greca from the University of Miami, Dr. Beth Auslander from the University of Texas Medical Branch, and Dr. Mary Short from the University of Houston-Clear Lake.
