WASHINGTON ? Aware that most Americans would like to dump them all, members of Congress hope to regain some sense of trust by subjecting themselves to tougher penalties for insider trading and requiring they disclose stock transactions within 30 days.

A procedural vote Monday would allow the Senate later this week to pass a bill prohibiting members of Congress from using nonpublic information for their own personal benefit or "tipping" others to inside information that they could trade on.

Insider trading laws apply to all Americans, but CBS' "60 Minutes" in November said members of Congress get a pass, citing investment transactions by party leaders and a committee chairman in businesses about to be affected by pending legislation.

The broadcast report raised questions about trades of House Speaker John Boehner, R-Ohio; the husband of Democratic leader and former Speaker Nancy Pelosi of California; and Rep. Spencer Bachus, R-Ala., chairman of the House Financial Services Committee.

All three denied using any insider information to make stock trades, but the broadcast set off a flurry of efforts in Washington to deal with the public perception.

A recent Wall Street Journal/NBC News poll of registered voters found 56 percent of them favor replacing the entire 535-member Congress. Other polls this year have given Congress an approval rating between 11 percent and 13 percent, while disapproval percentages have ranged from 79 percent to 86 percent.

House Majority Leader Eric Cantor, R-Va., said he's working on an expanded bill that would go beyond stock transactions and ban lawmakers from making land deals and other investments based on what they learned as members of Congress.

The Senate version of the Stop Trading on Congressional Knowledge (STOCK) Act would subject any member of Congress who violates the ban on insider trading to investigation and prosecution by regulatory agencies and the Justice Department. It also directs the House and Senate ethics committees to write rules that would make violators subject to additional congressional penalties.

"We can start restoring some of the faith that's been lost in our government by taking this common sense step of making members of Congress play by the exact same rules as everyone else," said Sen. Kirsten Gillibrand, D-N.Y., who with Sen. Scott Brown, R-Mass., wrote the bill "We must make it unambiguous that this kind of behavior is illegal."

President Barack Obama endorsed the bill in in State of the Union speech last week, saying he would "sign it tomorrow." Brown used that opening to briefly speak with the president as he was exiting the House chamber after Tuesday's address.

"The insider trading bill's on Harry's desk right now," Brown told Obama, referring to Senate Majority Leader Harry Reid. "Tell him to get it out, it's already there."

"I'm gonna tell him," answered Obama. "I'm gonna tell him, I'm gonna tell him to get it done."

Obama raised the issue again in his radio and Internet address on Saturday.

"The House and Senate should send me a bill that bans insider trading by members of Congress, and I will sign it immediately. They should limit any elected official from owning stocks in industries they impact," he said.

GORHAM, Maine ? Ron Paul says the Republican presidential race has "a ways to go" and he doesn't intend to get out or get behind another candidate anytime soon.

The Texas congressman was campaigning Saturday in Maine, which holds caucuses beginning Feb. 4. He spoke to an overflow crowd at the University of Southern Maine and held an outdoor rally in Freeport.

Paul says competing in Florida, which holds its primary Tuesday and awards all its delegates to the winner, didn't make sense for his campaign. He's focusing on other caucus states including Nevada, Colorado and Minnesota.

Paul says he hopes his GOP rivals would adopt his noninterventionist foreign policy views.

PORTLAND, Ore. ? Determined not to lose another friendly district because of a sex scandal, Democrats and their allies have pumped more than $1 million into an Oregon special election race that has turned into a vicious exchange of attacks over the airwaves.

Voters are deciding who should replace former Rep. David Wu, a seven-term Democrat who resigned last year following a string of bizarre news stories that began with photos of the congressman wearing a tiger costume and ended with a young woman's accusation that he made an unwanted sexual advance.

Voters have until 8 p.m. Tuesday to return their ballots in the all-mail election.

Republican Rob Cornilles, a sports business consultant, has tried hard to extend the scandal that brought down Wu to the Democrat who wants to take his place, former state Sen. Suzanne Bonamici. She says the race is about the future, not about Wu.

Bonamici and independent groups that support her have gone after Cornilles for missing tax payments for his business and for inconsistent statements about the number of jobs his company has created.

Oregon's 1st Congressional District is the state's economic engine, encompassing downtown Portland and the fast-growing western suburbs that are home to the Silicon Forest high-tech hub and the global headquarters for athletic-wear giants Nike Inc. and Columbia Sportswear Company. It stretches across agricultural communities to the Pacific coast. Democrats have represented the district since 1975, and its voters overwhelmingly supported President Barack Obama.

But Democrats do not want to see a repeat of what happened last year in a heavily Democratic New York district, when a Republican won a special election after Rep. Anthony Weiner acknowledged sending provocative text messages and resigned.

The Democratic Congressional Campaign Committee has spent $1.3 million to boost Bonamici. Political committees for a union, abortion-rights groups and a super PAC allied with Democrats have also chipped in with their own mail or television ads.

Democrats insist they're not scared. They've likened their investment to an insurance policy to avoid any doubts about the party's strength that would inevitably follow a loss in a liberal state like Oregon. The National Republican Congressional Committee has spent just $85,000 on the race.

Cornilles, 47, is making his second bid for the seat after losing to Wu in 2010. He's centered his pitch on his experience running a sports-marketing firm, hoping to swing an upset with a relentless focus on jobs and a run toward the center. Unemployment in the Portland area dropped to 7.8 percent in November 2011, according to the Bureau of Labor Statistics.

Bonamici, 57, is mixing traditional Democratic themes of protecting Social Security and Medicare with a pledge to tackle the national debt by getting Washington's priorities in order.

Without reliable public polling it's anyone's guess how close the race will be.

A few inches of hair stand between J.T. Gaskins and an education.

The 17-year-old, who had been treated for cancer and said he now wants to grow his hair to give to?Locks of Love --?a charity that provides wigs for kids who lose their hair due to chemotherapy and other treatments?--?was recently suspended from Madison Academy, a? charter school in Burton, Mich., for refusing to trim his tresses.

Gaskins told The Flint Journal that he was diagnosed with leukemia as an infant and has been cancer-free since age 7. ?This is something I want to do, and I feel very strongly about it.?

The school?s dress code policy, spelled out in the student-parent handbook, says hair must bair must? be kept ?clean, neat, free of unnatural or distracting colors, off the collar, off the ears and out of the eyes? for boys.

Gaskins? hair, which resembles the windswept bangs of Justin Bieber, dangles at his eyes and covers his ears.

His mother, Christa Plante, told?the Journal she supports her son and remembers his cancer fight as a small child. ?The fact that he?s ready to talk about everything he went through, his strength ... I can?t deny him that. He?s ready to speak out about what he?s been through,? Plante said, according to the newspaper.

Plante started an online petition asking the school board to amend the hair policy for boys. As of Friday, more than 160 people had signed on.??

"Female students can grow and donate their hair, yet boys cannot," the petition says. "... we are simply asking for compromise and to allow not only my son, but anyone wanting to donate to be allowed to do so, to allow the boys the same rights and freedoms as the girl students."

Having to relinquish a pet to the Humane Society or animal control agency is not only heartbreaking; it?s often deadly. A recent study by the National Council on Pet Populations Study & Policy showed that 57 percent of dogs and 71 percent of cats relinquished to surveyed shelters were not adopted ? and ultimately euthanized.

So even the most caring of pet owners need to take better care of themselves to ensure their pets? survival, says Charles Smith-Dewey, founder of the Health Insurance Resource Center and the owner of two dogs and a pair of cats.

LONDON ? A British court has banned a man from driving for a year after he was caught traveling with four children in the trunk of his car.

Britain's Press Association news agency said Thursday that police found a total of 11 people in Zoltan Lakatos' Audi A4 when they stopped him in the English city of Leicester last year.

One passenger was in the driver's seat, three adults and two children were squeezed into the back, and officers discovered four more children in the trunk.

The news agency says Lakatos was convicted of endangering his passengers and of driving without insurance earlier this week at Leicester Magistrates' Court. He also was fined 1,325 pounds (about $2,080).

The agency said the 38-year-old was not in court for the ruling.

COMMENTARY | According to RealClearPolitics, President Barack Obama and Ariz. Gov. Jan Brewer, a Republican, had a tense confrontation on the tarmac of the Phoenix airport. At issue was an account in Brewer's book about a previous meeting.

Obama did not appreciate the account, suggesting that it was not "cordial." Brewer described Obama as being "tense" and "thin-skinned."

According to the Weekly Standard, this was not the first time that Obama has had a public set to with a Republican governor. In the wake of the BP oil spill, Obama had a row with Louisiana Gov. Bobby Jindal over a letter the governor had sent to the Secretary of Agriculture regarding food stamps for some of the victims. Obama believed that the letter made him look bad.

The Houston Chronicle says Obama had a tense 34 second meeting with Texas Gov. Rick Perry at the Austin, Texas, airport over border security. Obama refused to take a letter on the issue Perry offered, instead motioning for an aid to take it for him.

How does one explain President Obama's going off so publically on Republican governors who displease him? He seems to have a personality quirk that does not tolerate opposition or contradiction very well. This has been a trait that has tainted his entire administration. A good quality in a leader is the ability to listen to one's critics. The theory is that one's political enemies are motivated to ferret out the flaws in ones programs, thus allowing a good leader to examine and fix them at will.

But Obama, by not being able to take criticism, has had a tendency to make proposals that are either unworkable, unpopular, or both. His two signature accomplishments, the stimulus package and health care reform, are not only fatally flawed but also wildly unpopular. Because of the shift in political power in Congress brought on by the 2010 election - caused by public discontent with Obama's programs - the president's ability to make policy has become extremely inhibited.

Besides, publicly fighting with other politicians is not very attractive. It makes one seem petty, never a good quality in a president, especially someone who is running for reelection.

WELLINGTON (Reuters) ? A New Zealand court granted bail on Thursday to two associates of the founder of online file-sharing website Megaupload, accused of being involved in a scheme that allegedly made more than $175 million from Internet piracy and illegal file sharing.

Dutchman Bram van der Kolk, 29, and Finn Batato, a 38-year-old German, who were arrested last Friday along with Megaupload's founder, Kim Dotcom, were freed on bail. A decision on another accused, Mathias Ortman, was put off until Friday pending further submissions on his bail application.

"I am satisfied that the risk of flight here is minimal and such risk as remains can be met by the imposition of strict bail conditions including electronic monitoring," Judge David McNaughton said in a written judgment.

A lawyer for the men had argued their role in the company was different from that of Dotcom, and they did not have secret sources of funds or multiple identities.

The United States wants to extradite all four on charges of Internet piracy, copyright infringement, racketeering and money laundering.

Dotcom, 38, was refused bail on Wednesday because the judge believed there was a significant risk he could try to flee New Zealand. He will reappear in court on February 22. His lawyer is preparing to appeal that decision, maintaining that Dotcom does not have the means to leave the country.

The defendants have said they are innocent of the piracy and other charges, asserting the company simply offered online storage.

An extradition application must be lodged within 45 days of an arrest, and the U.S. must show the alleged offences would be crimes in New Zealand punishable by at least 12 months in jail.

Legal experts have said the extradition process is likely to be long and complex.

WASHINGTON ? Why do Mitt Romney and other wealthy investors pay lower taxes on the income they make from investments than they would if they earned their millions from wages? Because Congress, through the tax code, has long treated investment more favorably than labor, seeing it as an engine for economic growth that benefits everyone.

President Barack Obama and the Occupy Wall Street movement are challenging that value system, raising volatile election-year issues of equity, fairness ? and Romney's tax returns.

Romney, who released his 2010 and 2011 tax returns this week, has been forced to defend the fact that he paid a tax rate of about 15 percent on an annual income of $21 million. His tax rate is comparable to the one paid by most middle-income families. His income, however, is 420 times higher than the typical U.S. household.

The Republican presidential candidate's taxes were so low because the vast majority of his income came from investments. The U.S. has long had a progressive income tax, in which people who make more money pay taxes at a higher rate than those who make less. But for almost as long, the U.S. has taxed capital gains ? the profit from selling an investment ? at a lower rate than wages.

"There are two ways to look at: There is a moral argument and an economic growth argument, and they both point to lower taxes on capital gains," said William McBride, an economist at the conservative Tax Foundation.

McBride says it is unfair to tax income more than once, and capital gains are taxed multiple times. If you got the original investment from wages, that money was taxed. If the stock you own gains value because the company you invested in makes a profit, those profits are taxed through the corporate tax. And if that company issues dividends, those are taxed as well.

Lots of people are double taxed, says Chuck Marr, director of federal tax policy for the liberal Center on Budget and Policy Priorities. "Check out your last pay stub: There's income tax and payroll tax, so you're double taxed, too," Marr said.

And, he noted, when you buy something, you probably pay a sales tax.

Under current law, the top tax rate is 15 percent on qualified dividend and long-term capital gains ? the profits from selling assets that have been held for at least a year. The top income tax rate on wages is 35 percent, though that applies only to taxable income above $388,350.

Congress started taxing capital gains at a lower rate than wages following World War I. The concern then was that high taxes on capital gains actually reduced revenue because people would simply hold onto their investments and restrict the flow of capital, according to the Encyclopedia of Taxation and Tax Policy.

At the time, however, the top tax rate on wages was a whopping 73 percent. In 1922, Congress lowered the top capital gains rate to 12.5 percent, a rate that lasted until 1934.

For much of the next 70 years, the top tax rate on long-term capital gains hovered between 20 percent and 30 percent, going as high as 39.9 percent in the 1970s but never falling below 20 percent until 2003, when Congress passed a gradual reduction to the current rate.

The 2003 law also started taxing qualified dividends at the same rate as capital gains.

Liberals and some moderates argue that lower taxes on investments are a giveaway to the rich because they are the ones who get the most benefit. Last year, two-thirds of all capital gains went to people making more than $1 million, according to the nonpartisan Joint Committee on Taxation, the official scorekeeper for Congress.

Only 5 percent of capital gains went to people making less than $100,000, and only 13 percent went to people making less than $200,000.

"I'm a liberal person and I believe strongly that the wealthy should pay more than the working poor," Marr said, regardless of whether the income is from investments or labor.

Obama has taken up this argument, though his budget proposals have called for only small tax increases on capital gains and dividends, to a top rate of 20 percent.

Instead, Obama has developed the "Buffet Rule," named after billionaire investor Warren Buffet, which says rich people shouldn't pay taxes at a lower rate than their secretaries. To impose this rule, Obama said at his State of The Union address Tuesday that people making more than $1 million should pay at least 30 percent of their income in taxes.

"Now, you can call this class warfare all you want," Obama said. "But asking a billionaire to pay at least as much as his secretary in taxes? Most Americans would call that common sense."

The proposal has little chance of passing a divided Congress this year, and the Obama administration has released few details on how the tax would work.

Conservatives argue that increasing investment taxes would make it harder to for businesses to raise capital, restricting job growth and hurting financial markets, reducing income for people who rely on pension funds and 401(k) accounts as well as billionaires and millionaires.

"In my view the rationale for taxing capital gains and dividends at a lower rate has nothing to do with what an individual pays versus another individual," said Jim McCrery, who was a senior Republican member of the tax-writing House Ways and Means Committee when the 2003 tax cuts were enacted. "It has everything to do with the creation of jobs in this country."

McCrery now works for the Alliance for Savings and Investment, a coalition of companies and business groups that want to keep the current tax rates on capital gains and dividends.

Deadline was up next?seemingly unconcerned by parallel reporting?with a post that states Zeta-Jones is on board, Annapurna is financing, and the $30 million production is scheduled for April in New York.? We?ll take the Zeta-Jones casting at face value and chuck the rest aside for now.

The Playlist heaps intrigue to the mix.? Sources tells the site that Annapurna backed out because they didn?t like Lively in the lead, ?a troubled young woman who develops a dangerous love triangle between her doctor (Law) and her newly paroled husband (Tatum).?? The project did have other suitors, so Soderbergh can probably land new financing soon, and maybe even make that April start date.? And I am pretty distraught at the idea that the fate of a Steven Soderbergh film depends on who wins the fight over Blake Lively.? In a lengthy interview containing plenty of content, context, and clues about the future of the Colts current franchise quarterback, Peyton Manning makes it abundantly clear to Bob Kravitz of the Indianapolis Star that now isn?t the best time to be an employee of the team.

?I?m not in a very good place for healing, let?s say that,?? Manning said, regarding the team?s facility.? ?It?s not a real good environment down there right now, to say the least.? Everybody?s walking around on eggshells.? I don?t recognize our building right now.? There?s such complete and total change.??

That explanation implies that Manning is still healing.? Which means he isn?t healthy.? And it also means he?s necessarily frustrated by the fact that he has to try to get healthy in the midst of revolutionary change.

?I mean, it?s 20 degrees, it?s snowing, the building is absolutely empty except when you see coaches cleaning out their offices,?? Manning told Kravitz.? ?I guess it?s the reality of the football world, just not something I?ve had to deal with very often.? But I?m in there every day, so I have to sit there and see it.? Everybody?s being evaluated and I?m no different.? It?s not the best environment.?

Peyton adroitly has positioned the decision on his future as a decision that not he but owner Jim Irsay will make.

?One thing [new G.M. Ryan Grigson] kind-of, sort-of told me, without really wanting to tell me, was that Irsay will be the guy I?m going to sit down and talk with,?? Manning said.? ?That?s going to happen at some point, but we haven?t had that conversation yet because we really don?t need to have that conversation yet.??

Did you catch that one?? It?s subtle, but significant.? Not ?Jim? or ?Jimmy? or ?Mr. Irsay.?? Just ?Irsay.?? Peyton refers to ?Irsay? as ?Jim? on at least two other occasions in the interview, but to call the owner only ?Irsay? in that specific moment is telling.

Folks, Peyton isn?t happy.

?One of the things about football is, it?s a relationship business,?? Manning said.? ?Sometimes guys get fired, it goes across the ticker, ?Jim Caldwell got fired? and that?s that.? But when it?s every day in a relationship business . . . with Bill [Polian], with Marvin [Harrison], Edge [James], guys who retire, get cut, traded or fired, it?s just really hard.? I don?t think I have an emotion for it.?

Did you catch that one?? Peyton puts Bill Polian in the same category as Marvin Harrison and Edgerrin James.

Folks, Peyton isn?t happy.

?I just want to pay tribute to all those guys,? Manning said.? ?It?s unfortunate because so many of them have been such a big part of so many big wins here, and this is so . . . sudden.? Their keys didn?t work the next day.? There?s no other way to do it?? I don?t know.? That?s hard to see, all these people leaving.?

Folks, Peyton really isn?t happy.

But he?s setting it up so that if (when) he ends up playing for another team, it?ll happen because the Colts left him with no options.

?I don?t want to get into some kind of fan campaign with the owner, but I think it?s well documented that I want to play in the same place my whole career,?? Manning said, which could be just enough to launch a fan campaign with the owner.? ?It?s been a privilege to play here.? I love the fans, the city, the transformation of the fans, how our place has become the toughest stadium to play in, the fact our fans wear more jerseys to games than anybody else.? It?s been fun to be a part of that.

?But I understand how it works.? I understand tough decisions have to be made.? There?s personal and there?s business and that?s where we?ve got to separate the two. I?ve seen other guys leave places and it was personal.? I?ve invested too much into this city for that to happen.? We live here, we?ve given lots of time and money to the community and our church, and that?s never going to change.? Nothing changes that.?

Manning says nothing about whether he?ll agree to delay the $28 million option bonus that comes due on March 8 in order to give the team more time to determine whether he?s healthy before paying him that money.? But given his current mindset, it?d be surprising to see him do anything he doesn?t have to do in order to make things any easier for an organization that has made things harder than necessary on Manning?s former coworkers.

?There?s no other way to do it??

Yep, Peyton won?t be doing ?Irsay? any favors.

At the heart of the matter is, I firmly believe, the team?s apparent intention to use the first overall pick in the draft on Peyton?s successor instead of dangling that pick for the kind of modern-day Herschel Walker package that could propel the Colts to more Super Bowl wins.? I?d previously believed that Peyton already had made that known to ?Irsay.?? I now believe that Peyton has come to that conclusion without articulating it to the team.? Yet.

Manning may never have to.? If, due to the current environment in the building, he?s not healed by March 8 and not willing to throw ?Irsay? a bone by backing up the due date, the decision that Manning may secretly want will be made by someone else.

The only thing we know for sure is that, contrary to the ?report? last week from Rob Lowe, Peyton isn?t retiring.? Yet.

?I never thought ?Sodapop Curtis? would announce my retirement,? Manning said.

The full interview merits a complete read.? And none of this should be regarded as criticism of Peyton Manning.? I?m simply trying to analyze and interpret the facts, the statements, and the possible motivations.? He?s a smart guy, and he?s hardly a passive participant in his life.

Peyton surely knows what he wants to do, and his comments to Kravitz surely are aimed at making it happen that way, with minimal damage to the Peyton Manning brand, in Indy or elsewhere.

ALEXANDRIA, Va. ? An ex-CIA officer who helped track down and capture a top al-Qaida figure was charged Monday with disclosing classified secrets, including the role of one of his associates on that covert mission, in the latest of a series of prosecutions by the Obama administration against suspected leakers.

John Kiriakou, 47, of Arlington, is charged with violating the Intelligence Identities Protection Act and the Espionage Act. A federal judge ordered Kiriakou to be released on a $250,000 unsecured bond. Kiriakou declined to comment as he left the courthouse Monday.

According to authorities, Kiriakou divulged to three journalists, including a New York Times reporter, the role of "Officer B," who worked with Kiriakou on the capture of suspected al-Qaida financier Abu Zubaydah in the months after the Sept. 11 terrorist attacks.

Zubaydah was waterboarded 83 times, and his case has been made an example by those who believe the interrogation technique should be outlawed. And Kiriakou's public discussions of Zubaydah's waterboarding were a key part of the debate.

In a separate accusation, Kiriakou is alleged to have disclosed the identity of a covert operator to an unidentified journalist. Authorities say that journalist then gave the officer's name to a team of defense lawyers representing a suspect the U.S. held at Guantanamo Bay in Cuba. When the lawyers included information about the officer in a sealed legal brief in 2009, the CIA became suspicious and the government began to investigate.

The affidavit states that the defense lawyers were found to have done nothing wrong.

According to the affidavit, FBI agents interviewed Kiriakou last week, and he denied leaking the information. When specifically asked whether he had provided the Zubaydah interrogator's name to the Times for a 2008 article, he replied "Heavens, no." A New York Times spokeswoman declined to comment.

Kiriakou's attorney, Plato Cacheris, told reporters after the hearing that his client will plead not guilty. He also said a potential defense argument could be that the charges criminalize conduct that has been common between reporters and government sources for decades.

If convicted, Kiriakou could face up to 30 years in prison and a $1 million fine.

The case was secretly investigated by a top federal prosecutor, U.S. Attorney Patrick Fitzgerald of the Northern District of Illinois. Fitzgerald is best known for his successful prosecutions of Scooter Libby, former Vice President Dick Cheney's chief of staff, for perjury and of Illinois Gov. Rod Blagojevich for corruption.

Kiriakou has worked as a consultant to ABC News, although he hasn't appeared on the network since early 2009. ABC declined to comment on his arrest. In a 2007 interview with the network, Kiriakou said that waterboarding was used ? effectively ? to break down Zubaydah. But he expressed ambivalence about pouring water into a suspect's breathing passages to simulate drowning to try to get them to talk.

"(W)e were really trying to do anything that we could to stop another major attack from happening," Kiriakou said, describing the months after the Sept. 11 attacks. "I don't think we're in that mindset right now. ... And, as a result, waterboarding, at least right now, is unnecessary."

The attorney who represents Zubaydah in the prisoner's civil petition for release said he is not involved in the Kiriakou prosecution and has never met him. However, Brent Mickum said he had wanted to interview Kiriakou for information that might help the case, but the ex-CIA man refused, by email, to speak with him.

"He was basically out there talking to the whole world about our client and his involvement . I would have loved to hear what he had to say, but he refused to talk to me," Mickum said.

Mickum said he has come to believe Kiriakou has overstated his knowledge and involvement in the case against Zubaydah, who has been held without charges at Guantanamo since 2006.

Mickum said he and other attorneys who work at Guantanamo take security restrictions seriously and know not to reveal classified information such as the names of covert investigators. But he also said the government abuses the classification system, selectively leaking information and keeping secret anything that could embarrass U.S. officials.

The charges also accuse Kiriakou of lying about his actions in an effort to convince the CIA to let him publish a book, "The Reluctant Spy: My Secret Life in the CIA's War on Terror," in 2010. The book explores "the inner workings of the U.S. intelligence apparatus," according to its description on Amazon.com, and "chillingly describes what it was like inside the CIA headquarters on the morning of 9/11."

Since leaving the agency, Kiriakou has also worked as a consultant and on the Senate Foreign Relations Committee, according to his LinkedIn profile. He earned a bachelor's degree in Middle Eastern studies in 1986 and a master's degree in legislative affairs in 1988, both from George Washington University in Washington.

The Justice Department's campaign to prosecute leakers has been particularly aggressive under Obama. This is the sixth criminal leak case opened under the administration and the second involving a former CIA officer and the Times. Federal prosecutors in Alexandria claim Jeffrey Sterling divulged classified information to Times reporter James Risen about CIA efforts to thwart Iran's nuclear ambitions.

Sterling's trial has been delayed while prosecutors appeal several pre-trial rulings, including the judge's decision to effectively quash a government subpoena demanding that Risen testify. His attorneys argued that unless his testimony is absolutely critical to a government's case then prosecutors should not be able to subpoena a reporter and require him to testify about anonymous sources.

The Sterling case is not the only leak prosecution to run into trouble. In a case against former National Security Agency executive Thomas Drake, a judge sentenced him only to probation and scolded prosecutors for how they pursued the case.

Prosecutions under the Espionage Act have been particularly contentious. Opponents say the law can be used to unfairly target those who expose government misdeeds. The law was used, for instance, to charge Daniel Ellsberg in the Pentagon Papers case, and a grand jury has been investigating whether WikiLeaks founder Julian Assange can be prosecuted for the mass of disclosures by WikiLeaks that were allegedly fostered by leaks from Army Pfc. Bradley Manning.

"Safeguarding classified information, including the identities of CIA officers involved in sensitive operations, is critical to keeping our intelligence officers safe and protecting our national security," said Attorney General Eric Holder. "Today's charges reinforce the Justice Department's commitment to hold accountable anyone who would violate the solemn duty not to disclose such sensitive information."

In light of the indictment, CIA Director David Petraeus reminded his agency's employees of the essential need for secrecy in their work.

"When we joined this organization, we swore to safeguard classified information; those oaths stay with us for life," he said "Unauthorized disclosures of any sort ? including information concerning the identities of other agency officers ? betray the public trust, our country, and our colleagues."

TOKYO (Reuters) ? Japanese manufacturers are bracing for a possible breakup of the euro zone, according to a Reuters poll released on Monday, with 65 percent saying they see a need to prepare for the currency block's partial or complete collapse.

Europe's two-year old sovereign debt crisis, which has left Greece teetering on the edge of default, has taken a heavy toll on Japanese corporate sentiment as exporters struggle with a strong yen and slower growth in China.

When manufacturers were asked if they are considering changing business plans in Europe, 31 percent of those responding said they are in the process of doing so or have already made changes. Of those firms, 90 percent said they could scale back operations or have already done so.

Many manufacturers were also looking to shrink operations in China and North America in favor of expanding in other Asian countries to tap demand for their goods, the survey showed.

Euro zone finance ministers will decide on Monday what terms of a Greek debt restructuring they are ready to accept as part of a second bailout package for Athens after negotiators for private creditors said they could not improve their offer.

Resolving the issue of a Greek debt swap is key to putting Athens' debt on a sustainable path and avoiding a chaotic default that could threaten the whole currency bloc.

The poll, taken January 5-17, surveyed 400 big firms, of which 247 responded. The questions were part of the Reuters tankan for January, which was published on Friday.

The tankan, which is closely correlated with the Bank of Japan's quarterly tankan survey of business sentiment, showed manufacturers remained pessimistic about business conditions for the second straight month in January.

Manufacturers showed concern about China's growth prospects, with 50 percent saying they could change their business strategy as China's red-hot growth cools. Of those firms, 65 percent say they could shrink operations.

China's economy is expanding at its weakest pace in 2-1/2 years, with sequentially softer annual growth in the last four quarters seen spilling over into the first three months of 2012, leading many analysts to expect the worst full-year growth in a decade.

The poll suggested half of Japanese manufacturers are taking another look at Asian markets excluding China, and 52 percent of those firm want to expand in an attempt to reduce dependence on the Chinese market.

Only 24 percent of manufacturers were considering changing their North American strategy, but 61 percent of those firms said they are likely to scale back.

Manufacturers were pessimistic on the Japanese market. One in three are reconsidering domestic business plans. Of those, 78 percent said they are likely to shrink operations.

Non-manufacturers, which include construction firms and retailers, were more positive on the domestic economy as they are likely to benefit from reconstruction following last year's record earthquake and the worst nuclear crisis in 25 years.

The survey showed that 75 percent of non-manufacturers are looking to change their domestic strategy, with 60 percent of those firms leaning toward expansion.

When manufacturers and non-manufacturers are combined, almost 70 percent say the global economy is the biggest risk to their outlook, followed by 57 percent who said they are worried about the rising yen.

Real Spit: While Maino is known to keep close ties with the streets, the Brooklyn MC has a knack for making rap hits that transcend his 'hood. From 2008's "Hi Hater" to his T-Pain-assisted "All the Above" and his current Lil Wayne-featured banger "Cream," Main has managed to keep a stash of radio gems but has never compromised his underground appeal. Now, as he gets set to finally release his sophomore album, The Day After Tomorrow, Maino leads first with a mixtape prelude, I Am Who I Am: The Album Before the Album.

"It's the album before the album, it's album-quality music, it's not just a bunch of throwaways," the tape's disc jock Green Lantern told Mixtape Daily.

"With mixtapes, a lot of times, a lot of people do something where they're rhyming over other people's beats, they freestyling and stuff like that. I wanted to do something that was a little bit more different and something that I was used to doing," Maino said. "I feel like one of my strong points is making hot records, making songs. So I wanted to do that right before my album was gonna drop."

I Am Who I Am features a handful of street odes. "Cream," with Lil Wayne, is included, and why wouldn't it be? The repetitive Rick Ross sample on the hook makes it memorable, while Main and Weezy's focused vocals make it bang. "Yes Yes Ya'll" featuring Lloyd Banks is another winner. The Hustle Hard boss trades bars with Banks over a bouncy beat that draws inspiration from Peedi Crakk's 2003 single "One for Peedi Crakk."

Then there is "Last of the Mohicans" with Push! Montana. Over the pounding drum track, Maino and Montana rhyme about their struggles coming up. They draw a clear distinction on the song between themselves and the rappers who only portray a gangster's lifestyle.

Maino truly embodies everything that he raps about on I Am Who I Am and that's what makes his tape so compelling. And just to think, this is only The Album Before the Album. Next up: The Day After Tomorrow.

GIGLIO, Italy ? Divers plumbing the capsized Costa Concordia's murky depths pulled out the body of a woman in a life vest Saturday, while scuba-diving police swam through the captain's cabin to retrieve a safe and documents belonging to the man who abandoned the cruise liner after it was gashed by a rocky reef on the Tuscan coast.

Hoping for a miracle ? or at least for the recovery of bodies from the ship that has become an underwater tomb ? relatives of some of the 20 missing appealed to survivors of the Jan. 13 shipwreck to offer details that could help divers reach loved ones while it is still possible to search the luxury liner. The clock is ticking because the craft is perched precariously on a rocky ledge of seabed near Giglio island.

"We are asking the 4,000 persons who were on board to give any information they can about any of the persons still missing," said Alain Litzler, a Frenchman who is the father of missing passenger Mylene Litzler. "We need precise information to help the search and rescue teams find them."

Early Sunday, instruments monitoring any movement of the Concordia indicated that vessel had shifted slightly, so search efforts were suspended for the night, Italian state radio reported.

The death toll rose to at least 12 Saturday after a water-logged body was extracted from a passageway near a gathering point for evacuation by lifeboats in the rear of the vessel, Coast Guard Cmdr. Filippo Marini said. It was not immediately clear if the woman was a passenger or crew member. A female Peruvian bartender and several adult female passengers were among the 21 people listed as missing before the latest corpse was found.

Relatives of the bartender and of an Indian crewman, along with two children of an elderly couple from Minnesota who are among the missing, boarded a boat Saturday to view the wrecked Concordia Saturday, said a maritime official, Fabrizio Palombo.

Family members tossed flowers near the site while islanders standing on the rocky edge of the island also strew bouquets on the water in a tribute to the victims.

Another Coast Guard official, Cosimo Nicastro, said the woman's body was found during a particularly risky inspection.

"The corridor was very narrow, and the divers' lines risked snagging" on furniture and objects floating in the passageway, Nicastro said. To help the coast guard divers reach the area, Italian navy divers had preceded them, setting off charges to blast holes for easier entrance and exit.

Meanwhile, police divers, carrying out orders from prosecutors investigating Captain Francesco Schettino for suspected manslaughter and abandoning the ship, swam through the cold, dark waters to reach his cabin. State TV and the Italian news agency ANSA reported that the divers located and remove his safe and two suitcases. His passport and several documents were also pulled out, state media said.

Searchers inspecting the bridge Saturday also found a hard disk containing data of the voyage, Sky TG24 TV reported.

Three bodies were found in waters around the ship in the first hours after the accident. Since then, divers have gone inside the Concordia to recover all the remaining victims, who were apparently unable to escape the lurching ship during a chaotic evacuation launched almost an hour after the liner hit a reef.

Some survivors who couldn't board lifeboats waited for hours aboard the capsizing craft for rescue by helicopters while others jumped into the water and swam to safety.

The last survivor, found aboard 36 hours after the crash, was an Italian crewman who broke his leg in the confusion and couldn't leave the ship.

The Concordia hit the reef, well-marked on maritime and even tourist maps, while most of the passengers sat down to dinner in the main restaurant, about two hours after the ship had set sail from the port of Civitavecchia on the Tyrrhenian Sea.

Costa Crociere, the ship's operator and subsidiary of U.S.-based Carnival Cruise Lines, has said the captain had deviated without permission from the vessel's route in an apparent maneuver to sail close to the island of Giglio and impress passengers.

Schettino, despite audiotapes of his defying Coast Guard orders to scramble back aboard, has denied he abandoned ship while hundreds of passengers were desperately trying to get off the capsizing vessel. He has said he coordinated the rescue from aboard a lifeboat and then from the shore.

The effort to find survivors and bodies has postponed an operation to remove heavy fuel in the Concordia's tanks; specialized equipment has been standing by for days.

Light fuel, apparently from machinery aboard the capsized ship, was spotted in nearby waters, authorities said Saturday.

But Nicastro said there was no indication that any of the nearly 500,000 gallons (2,200 metric tons) of heavy fuel oil has leaked from the ship's double-bottomed tanks, seen as a risk if the ship's position changes. He said the leaked substance appears to be diesel, which is used to fuel rescue boats and dinghies and as a lubricant for ship machinery.

There are 185 tons of diesel and lubricants on board the crippled vessel, which is lying on its side just outside Giglio's port. Nicastro described the fuel in the sea as "very light, very superficial" and appearing to be under control.

But an official leading rescue, search and anti-pollution efforts for the ship suggested that the luxury liner would have leaked contaminants on board when it tipped over.

"We must not forget that on that ship there are oils, solvents, detergents, everything that a city of 4,000 people needs," Franco Gabrielli, the head of Italy's civil protection agency, told reporters in Giglio.

Gabrielli was referring to the roughly 3,200 passengers and 1,000 crew who were aboard the cruise liner when it ran into the reef and, with seawater rushing into a 230-foot (70-meter) gash in its hull, listed and fell onto its side. "Contamination of the environment, ladies and gentlemen, already occurred" when the liner capsized, Gabrelli said.

Vessels equipped with machinery to suck out the light fuel oil were in the area. Earlier on Saturday, crews removed oil-absorbing booms used to prevent environmental damage in case of a leak. Originally white, the booms were grayish.

Schettino, is under house arrest for investigation of alleged manslaughter, causing a shipwreck and abandoning the ship before all were evacuated.

The search had been suspended Friday after the Concordia shifted, prompting fears the ship could roll off a rocky ledge of sea bed and plunge deeper into the pristine waters around Giglio, part of a seven-island Tuscan archipelago.
